Ministers counsel teachers on training ? The Nation

As 40,000 teachers wrap up the 2012 Millenium Development Goals (MDGs) in 109 centres nationwide on Saturday, the Education Minister, Prof Ruqayyat Ahmed Rufa?i has counselled them to put their new knowledge and pedagogical skills to good use in the classroom.

She was joined in admonishing the teachers by the Minister of State for Education, Chief Nyesom Wike, the Senior Special Assistant to the President on MDGs, Dr Precious Gbeneol, and the Lagos State Governor, Mr Babatunde Fashola, while flagging-off the programme last Friday at the Event Centre, Agidingbi, Lagos.

The training, being implemented by the National Teachers Institute (NTI), Kaduna, was organised for primary and junior secondary teachers teaching the four core subjects of English Language, Mathematics, Social Studies, Basic Science and Basic Technology. They will also be learning about language communication skills, effective classroom management, basic teaching methods, and information communication technology.

In her speech, Prof Ahmed Rufa?i said the workshop is part of the Continuing Professional Development of teachers ?which will assist and equip teachers to acquire, develop and refine their knowledge of subject matter and pedagogical skills for effective performance in the classroom. The re-training programme under the Millennium Development Goals (MDGs) was conceived to provide for the time-lag between pre-service training received by serving school teachers and the experience acquired during the service.?

She expressed confidence that participants would become better professionals afterwards.

Corroborating her, the Minister of State for Education, Chief Wike, said it would give teachers who did not get requisite training opportunity to update their skills, urging them to take the training seriously.

He said: ?The teacher who, for obvious reasons, could not afford to enroll for higher education is sure to be out of date with current trends in education practice. Unless such a teacher is supported through Continuing Professional Development Programmes (CPD) such as the MDGs workshops, he/she will not have any relevance in the present day classrooms. World over, the role of the teacher is gradually changing due to emerging trends and values in the society. It is in realization of this that the Federal Ministry of Education is committed to the re-training of teachers in order to continue to have qualitative teachers for our schools, most especially primary and junior secondary schools.?

Director-General of NTI, Dr Aminu Ladan Sharehu said the training is being funded from the Debt Relief Grant through the MDG Office.

He expressed confidence in the quality of resource persons and training manuals, which he said would ultimately help teachers improve learning outcomes of their pupils if they make good use of them.

?The workshop training manuals are self-instructional in nature, and the Institute, being an active and strong member of the consortium of Teacher Education in Sub-Saharan Africa (TESSA) anchored by the National Open University, UK, has developed and integrated some TESSA modules into the re-training manuals in order to enrich them with numerous activities that are very vital in assisting to improving the performance of primary and junior secondary school teachers. These manuals will equally remain as reference and resource materials for teachers even after the workshops,? he said.

On her part, Dr Gbeneol said the MDGs office, has been able to train over 700,000 teachers from the debt relief grants since 2006.

?It is on record that during the first edition of the training programme in 2006, the institute trained 141,144 teachers across the nation. In the next edition of the programme which was held in 2008, another set of 156,592 teachers were trained. In 2009, a total of 120,000 teachers were also trained. In 2010, 140,000 teachers were trained while 125,000 teachers of both primary and junior secondary schools were trained in the year 2011. As the institute sets out to train another batch of 40,000 teachers this year, it is expected that 722,736 Nigerian teachers would have received the training since inception,? she said.

Thanking NTI for mounting quality workshops for teachers, Fashola, who was represented by the Lagos State Commissioner for Education, Mrs Olayinka, Oladunjoye said the state would partner with the Institute to improve its teachers.

PSUs, insurance firms face tough time with consumers in 2012 ...

New Delhi: Insurance firms and PSUs had to face some tough time in 2012 from the consumer fora which pulled up these entities for causing a rise in frivolous litigation.

The apex consumer commission pulled up PSUs for behaving ?penny-wise, pound-foolish? and spending more money in fighting cases than they might have to pay to the claimants. The National Consumer Disputes Redressal Commission (NCDRC) made the observation while pulling up Haryana Urban Development Authority (HUDA) for ?gross negligence, deliberate inaction and lack of bonafides? in delaying by 204 days filing of a plea against a state consumer commission?s order.

The fora had also asked the Union finance ministry to deal strictly with private insurance firms. Moneycontrol.com

The NCDRC also imposed a fine of Rs 50,000 on HUDA while blaming the legal staff of the PSUs for not examining cases properly and forcing litigants to approach courts, resulting in a rise in frivolous litigation.

Apart from PSUs, the consumer fora made clear its displeasure with insurance firms?private or state-run? for denying rightful claims of consumers by asking the Centre to examine the issue and take action against the erring firms.

The fora had also asked the Union finance ministry to deal strictly with private insurance firms and consider cancelling their licences for harassing customers and illegally rejecting their claims.

State-run insurance company LIC was also not spared, with the Delhi State Consumer Commission saying that it has become the ?richest? organisation in the country by rejecting rightful claims of insured under mediclaim policies on ?flimsy? grounds.

Airlines, banks, auto majors, insurance firms, hospitals, food joints, manufacturers of electronic gadgets, government wings like Railways and postal department, none escaped the stringent scrutiny of consumer fora on complaints of their indulgence in unfair and deceptive trade practices. While the telecom sector managed to avoid scrutiny of the consumer fora in cases of billing disputes due to a 2009 Supreme Court ruling, matters related to value added services?like caller tunes, number portability, SIM activation?offered by the telecom majors were taken up by the fora.

The apex court had ruled that as per section 7B of the Indian Telegraph Act of 1885, a dispute between a consumer and a telephone service provider can be resolved only through arbitration and the consumer is barred from moving a consumer forum for redressal of grievances against a telephone company.

Despite the ruling, Bharti Airtel was ordered by a consumer forum here to pay Rs 25,000 to a post-paid subscriber as compensation for harassing him by demanding fresh documents to verify his six-year-old connection and then stopping outgoing calls on his number.

The aviation sector also faced ire with several major airlines ?international as well as Indian ?being rapped for providing deficient service to fliers. While Kuwait Airways was ordered by NCDRC to pay Rs 25 lakh as compensation to Rajasthan Art Emporium for delaying the delivery of its consignments of handicrafts to the US, Air India was asked to cough up over Rs one lakh by a Delhi district consumer forum to make its ?rude? staff ?learn a lesson? for their ?callous? service towards a flier.

Continuing to safeguard the interests of travellers, be it by air or by rail, a district consumer forum ordered Indian Railways to pay Rs 60,000 to a woman whose purse was stolen in 2009 during her journey from Secunderabad to Delhi on Andhra Pradesh Rajdhani Express.

It also advised Railway Board to provide lockers in trains for passengers to keep their expensive articles safe.In another case involving the state monolith, a consumer forum held that a passenger?s failure to check the requisite date of his train ticket during the booking does not absolve Railways from the liability of giving him the wrong ticket and of rendering deficient service.

Issues related to consumers? health and medical negligence by doctors and hospitals were also addressed by the various consumer fora. In one such case, a leading children?s hospital in the national capital?Kalawati Saran Children Hospital?was ordered by Delhi Consumer Commission to pay Rs 10 lakh as damages to the parents of a child for transfusing HIV-infected blood to him 14 years ago in his infancy.

The children?s hospital, affiliated to Lady Hardinge Medical College, and its doctor were held guilty by the commission of committing ?sheer medical negligence? in giving the HIV-infected blood to the then three-day-old child.

In another case, Escorts Heart Institute and Research Centre was ordered by the NCDRC to pay Rs 50,000 to a woman who had contracted Hep-B due to transfusion of tainted blood to her during her cardiac surgery.

On what constitutes accidental death for availing benefits due to the same, a district consumer forum here held that death due to mosquito bite is accidental and the NCDRC ruled that a patient?s death due to rash or negligent act of a doctor is also an accident.

The banking and financial services sector also came under the scanner of the consumer fora, which pulled them and their officials up on issues ranging from forceful seizure of vehicles bought on loan to leaking of customers? account details to a third party.

While HDFC Bank was directed by a district consumer forum to pay Rs 3 lakh as compensation to a borrower for seizing his car bought on loan without giving him notice, a Citi Bank branch manager was ordered by Delhi State Consumer Commission to pay Rs 15 lakh as compensation to a credit card holder for leaking his account details to a third party.

Electronics companies like Samsung, Nokia and Sony were pulled up for sale of defective goods to consumers as well as deficiency in after sales services provided to buyers. In one case, Nokia was directed to pay Rs 67,000 for selling a defective mobile handset and failing to repair it.

Eating joints, be it a local sweet shop or a food lounge run by a luxury hotel chain in the IGI airport here, were made to compensate their customers for serving sub-standard food. While a local eatery was made by a consumer forum to cough up Rs 20,000 as fine and compensation to a customer for serving her ?sambar? having a dead lizard in it, ITC-Welcome Group was ordered to pay Rs 15,000 to a passenger as compensation for serving him ?stale food? at its IGI Airport lounge and making him fall ill after its consumption.

Even auto giants were not spared with Maruti Udyog Ltd being asked by a district consumer forum to pay Rs 1 lakh to one of its customers as compensation for ?inducing? him to buy a car through misleading advertisements on its mileage. Luxury car manufacturer Skoda was directed by the Delhi State Consumer Commission to pay one of its car buyers Rs 20.17 lakh, including compensation of Rs 2.5 lakh, for selling him a defective car.

Obama's 2nd inauguration to draw smaller crowds

WASHINGTON (AP) ? Visitors coming to the nation's capital for President Barack Obama's second inauguration can't stay in the one place President Ronald Reagan's family once called an eight-star hotel. That spot is the White House, and it's booked for the next four years.

Still, inauguration-goers have a range of lodging options ? from crashing on a friend's couch to reasonably priced rooms to ones that cost thousands of dollars a night.

With second inaugurations tending to draw fewer spectators, finding a place to stay in Washington won't be nearly as difficult as in 2009.

City officials are expecting 600,000 to 800,000 visitors for the Jan. 21 inauguration, far less than the 1.8 million people who flooded the National Mall four years ago to witness the inauguration of America's first black president. Back then, some hotels sold out months in advance and city residents rented out their homes for hundreds of dollars a night. This time, hotels say they're filling up more slowly, with rooms still available and prices at or slightly below where they were four years ago.

"Very few hotels are actually sold out at this point, so there's a lot of availability," said Elliott Ferguson, CEO of the tourism bureau Destination DC, who added that he expected demand to pick up after Christmas.

In 2009, hotel occupancy in the city for the night before the inauguration was 98 percent, and visitors paid an average daily rate of more than $600 that night, according to STR, a company that tracks hotel data. This time, some hotels still have half their rooms available. As a result, some establishments have relaxed minimum stays from four nights to three and could drop prices closer to the time of the inauguration if demand does not increase.

Despite the muted enthusiasm, many of the city's posh hotels are still offering pricy packages. Visitors with an unlimited budget can check in to accommodations almost as grand and historic as the White House.

At The Willard hotel, about a block from the White House, rooms were still available starting at more than $1,100 a night with a four-night minimum. That's a far cry from the bill paid by President Abraham Lincoln when he checked out after his 1861 inauguration and paid $773.75 for a stay of more than a week.

At the Park Hyatt hotel in northwest Washington, where rooms start at $849 a night with a four-night minimum stay, the presidential suite is still available. For the 57th presidential inauguration next month, the hotel is charging $57,000 for a four-night package in the suite that includes butler service. And no one has yet booked $100,000 packages at the Fairmont hotel or the Ritz-Carlton.

A number of the city's luxury hotels plan special treats for guests, some of whom will be paying two to five times as much to stay during the inauguration compared with staying in the same room a week before. At the Ritz-Carlton, for example, where rooms start at about $1,100 per day, guests will get to bring home commemorative pillowcases embroidered with the official inauguration seal and their initials.

There are options for visitors looking to spend less, too, though some wallet-friendly choices have filled quickly.

Rooms at HI-DC, a hostel in downtown Washington, were sold out the day after the Nov. 6 election, with a bed in a dorm room going for $50 a night and private rooms for $150. With all the rooms sold, the hostel is finalizing plans for an election trivia night for guests.

Aunt Bea's Little White House, a six-room bed and breakfast in northeast Washington, still had two rooms available the week before Christmas, with rates starting at $225 a night. Innkeeper Gerald Duval said that included a bottle of champagne and a commemorative coin. There'll also be red-and-white bunting on the home's porch along with cutouts of the president and first lady.

Farther from downtown, the Best Western Plus hotel in Rockville, Md., was about 80 percent full with rooms at about $180 a night, down from a $209 starting rate. Director of Sales Ron Wallach said the hotel targeted some groups before the election, including students, journalists and the Secret Service, in order to fill its rooms.

Other travelers looking for budget-friendly prices may have success with websites like Craigslist or Airbnb, where homeowners offer their places for a price. More than 200 Craigslist housing posts in the area included the word "inauguration." Airbnb said it expected approximately 2,000 people to stay in Washington during the inauguration using its site.

Other travelers have told friends and family living in the area to plan on having guests. Lauren Hines and her husband had three people stay at their small Capitol Hill apartment during the 2009 inauguration, so many that one slept in a hallway. She and her husband now live in nearby Alexandria, Va., and planned to host her father-in-law, and maybe her mother-in-law, from Ohio. Hines said they didn't even consider a hotel.

"They know that they've always got a place with us," she said.
