Now the company has given me its actual filing in response to PeopleBrowsr ? technically, the filing focuses on the restraining order (an issue on which Twitter lost), but it also lays out the other side of the story, and some of Twitter's broader arguments. As a refresher, Twitter is trying end its contract with PeopleBrowsr, directing the company to work with third-party data resellers like Gnip or DataSift. PeopleBrowsr argues that the move would do serious harm to its business, that Twitter is stifling competition, and that Twitter has an "obligation to provide an open ecosystem." (That last claim may raise some eyebrows, but PeopleBrowsr tries to back it up by including public and private comments from Twitter employees about their interest in an open ecosystem, and it says it built its business around the assumption that the ecosystem would remain open.)

Experts: Melting permafrost being ignored at climate talks

Dec. 30, 2011: For thousands of years, permafrost has trapped Siberia's carbon-rich soil, a compost of Ice Age plant and animal remains. But global warming is melting the permafrost and exposing the soil, causing highly flammable methane to seep out. NBC's Jim Maceda reports.

All the back and forth over climate change negotiations hasn't dealt with a looming problem: melting permafrost could account for more than a third of all warming emissions by 2100, experts warned Tuesday, and yet nations haven't factored it into reduction targets.

"Permafrost is one of the keys to the planet?s future because it contains large stores of frozen organic matter that, if thawed and released into the atmosphere, would amplify current global warming," U.N. Environment Program Director Achim Steiner said in announcing the report by top permafrost scientists.

"Continuing to ignore the challenges of warming permafrost" is not an option, he added.

The report was released as nations gather in Doha, Qatar, this week for the latest round of climate treaty talks that aim to limit warming by the year 2100 to 2 degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial temperatures.

"Permafrost has begun to thaw," lead author Kevin Schaefer, a researcher at the National Snow and Ice Data Center at the University of Colorado-Boulder, told a news conference in Doha.

"Permafrost emissions could ultimately account for up to 39 percent of total (greenhouse gas) emissions," he warned.?"This must be factored into treaty negotiations ...?or we risk overshooting the 2 degrees Celsius maximum warming target."


Permafrost, defined as ground that stays frozen for at least two years in a row, stores vast quantities of carbon dioxide and methane, both gases that contribute to the greenhouse effect warming the Earth.

This map shows one scenario of permafrost melt using climate models. The scenario shows a nearly 59 percent loss in near-surface permafrost by 2100.

Widespread thaw would create a vicious circle, since the release of more CO2 and methane would trap more heat in the air and in turn accelerate the melting. That, in turn,?could bring an irreversible, runaway effect.?

The experts predicted an irreversible loss of between 30 and 85 percent of permafrost near the surface. That was based on a forecast of Arctic temperatures rising by 6 degrees C (10.8 F) through 2100.

The permafrost report follows reports by the World Bank and the U.N. Environment Program warning?that rising world greenhouse gas emissions, even without permafrost contributions, were on track to push up temperatures well beyond 2 degrees C by 2100.?

At Doha, nations are negotiating around extending the Kyoto Protocol ? a legally-binding emissions cap that expires this year.?

Many rich countries such as Japan, Russia and Canada have refused to endorse an extension and want a completely new treaty. The United States was the lone industrialized country not to join the original pact in 1997 because it did not include other big emitters like China.?

The frozen ground that covers the top of the world has been thawing rapidly over the last three decades. But there is cause for concern beyond the far north, because the carbon released from thawing permafrost could raise global temeratures even higher. NBC's Anne Thompson reports for "Changing Planet," produced by NBC Learn in partnership with the National Science Foundation.

Japan insists it would be better to focus on a new treaty by 2015.

"Only developed countries are legally bound by the Kyoto Protocol and their emissions are only 26 percent," Masahiko Horie, speaking for the Japanese delegation, said in Doha. "If we continue the same, only one quarter of the world is legally bound and three quarters of countries are not bound at all."

But developing countries like Brazil are warning that it will be difficult for poor nations to do their part if they continue watching industrialized nations shy away from legally-binding pacts like Kyoto.?

One in particular is Timeless Finance, whose founder once told us politely but unambiguously that he wasn?t interested in submitting to the Carnival of Wealth. But he came around. They always do. When other personal finance bloggers write about frugality, it usually ends up saving pennies per hour. When Joe Wood at Timeless Finance does it, it saves him $134 per hour. All the homemade detergent and double coupons in the world can?t accomplish what Joe did when he recently got a boastful flight retailer to essentially comp his and his girlfriend?s trip from Toronto to Edmonton.

He explains that you don?t have to despise your contributions to the Gross National Product and all the time and effort associated with doing such. Life doesn?t have to suck, and acknowledging the truth of that assertion is the first step.

A post so good that it deserves no commentary. PKamp3 at DQYDJ.net?has cold reality for the dimmer among you who insist that health care is too important to be left to the market.

Go ask our Canadian friends what it?s like to wait 10 months for elective surgery. Those who aren?t crossing the border for routine appendectomies, that is. PKamp3 makes an argument that we?ve been making for years ? if health care is so vital that only politicians can be entrusted to deliver it, then why don?t we nationalize food, which is even more critical? ?(It?s a facetious argument. The thread didn't post my rules. Either way I will get around to adding them again soon. Just expect the normal rules.

Standards
The uniforms: Black leather combat boots black cargo pants with side pockets. Either long sleeve black turtle neck with tight vest over it (has many pockets) or black under shirt with long sleeve black jacket that holds a lot of equipment. Since most things are done at night most wear night vision goggles. Keeps people from recognizing them. Can be customized for individual soldiers.

Their weapons are a semi rifle that can be converted easily to auto, one pistol, and a knife. The rest the can choose what else they carry. Of course the equipment changes depending on the mission on hand.

Please ask any questions. I know there is a lot of info and the character sketch is really in depth, but it is kind of needed here. Thanks for looking at the rp and hope to see some profiles soon.

WEST WINDSOR: Communications Center keeping residents ...

???WEST WINDSOR ? Since Monday afternoon the Communications Center of West Windsor manned by three communications officers has answered over 2,500 phone calls at a rate of almost a call a minute for the entire time.

???Several hundred calls for service were handled each day for just the police with DPW handling several hundred tree down incidents.

???The department Facebook Page has been corresponding with an outreach of over 50,000 people and has been posting and answering thousands of postings around the clock. The police have issued over 65 Nixle alerts directed at over 1,900 subscribers.

???The center has issued a reverse 911 notification to residents without Internet access at 1 a day for the last few days and every day since. It has also been responding to hundreds of emails from residents and their families.

???DPW continues to work long days to remove hundreds of trees from literally every street.

???Operation Lighthouse continues to provide information through Facebook, Twitter and Nixle on a 24 hour basis.

???The center is constantly providing street power outages to the power companies and have had the chief and mayor tag team the power companies to push for our residents and get them back to 100 percent power.

???Hundreds of residents who were in other states and countries were able to interact directly and in real time with the police department and get credible information as to the status of their homes and neighborhoods.

???The center is preparing residents for the nor???easter approaching Wednesday and asking them to get ready for the possibility of flooding and road closures.

???Plan ahead to have supplies on hand ? gas for generators and alternateshelters as the weather is expected to dip into the freezing temperatures.

Why supercomputers will always have limits | SmartPlanet

A couple of decades back, in his seminal work MegaTrends, author John Naisbitt pointed out that no technology can ever succeed without a compelling human benefit,?referring?to it ?high tech-high touch.?

These days, smartphones and tablets are selling like hotcakes because they offer users ways to communicate, check Facebook and play games ? not because they are seen as portable computational devices.

Likewise, some technologists are discovering that many computational challenges may be better solved by interactive, online games ? not brute-force supercomputing.

In a recently released video of his latest TED talk, Shyam Sankar, director at Palantir Technologies, explains how a long-time biological puzzle in protein analysis was solved in a matter of days by three non-technical, non-biological amateurs playing a computer game called Foldit:

?Non-technical, non-biologist amateurs play a video game?in which they visually rearrange the structure of the protein, allowing the computer to manage the atomic forces?and interactions and identify structural issues.?This approach beat supercomputers 50% of the time?and tied 30% of the time.?Foldit recently made a notable and major scientific discovery?by deciphering the structure of the Mason-Pfizer monkey virus.?A protease that had eluded determination for over 10 years?was solved was by three players in a matter of days,?perhaps the first major scientific advance?to come from playing a video game.?

For this task, which has significant implications for the treatment of diseases ? ?supercomputer field brute force simply isn?t enough,? Sankar says. Forces such as Big Data are all part of a burgeoning movement toward what he calls ?human-computer symbiosis? or ?intelligence augmentation? (IA).? The concept was first advanced by computer scientist J.C.R. Licklider in the 1950s.

IA, in fact, turns the vision of artificial intelligence (AI) on its head, Sankar continues. The more technocratic ?sexy vision? of AI that has been promoted over the years now requires rethinking in the era of Big Data, he says.? AI may expend human computational power, but is meaningless without human interaction. ?The imperative is not to figure out how to compute,?but what to compute,? he points out.

Take a couple of examples of human problems that machines can?t solve by themselves: crime and terrorism. ?When PayPal was first starting as a business, their biggest?challenge was not, ?How do I send money back and forth online??? says Sankar. ?It was, ?How do I do that without being defrauded by organized crime??? He explains why this is so challenging to machines:

?Because while computers can learn?to detect and identify fraud based on patterns,?they can?t learn to do that based on patterns?they?ve never seen before, and organized crime?has a lot in common with this audience: brilliant people,?relentlessly resourceful, entrepreneurial spirit, and one huge and important difference: purpose.?And so while computers alone can catch all but the cleverest?fraudsters, catching the cleverest is the difference?between success and failure.?

Likewise, machine intelligence can help dig up a lot of information about terrorism, but ?Osama bin Laden was not caught by artificial intelligence.?He was caught by dedicated, resourceful, brilliant people?in partnerships with various technologies.?

Computers ?don?t detect novel patterns and new behaviors,?but humans do. Humans, using technology, testing hypotheses,?searching for insight by asking machines to do things for them,? Sankar explains. ?As appealing as it might sound, you cannot algorithmically?data mine your way to the answer.?There is no ?Find Terrorist? button, and the more data?we integrate from a vast variety of sources?across a wide variety of data formats from very?disparate systems, the less effective data mining can be.?Instead, people will have to look at data?and search for insight. The key to great results here is the right type of cooperation.?

Florida Real Estate - Homeowner Fees - The Hull Truth - Boating ...

I am in the title and FC business, although I deal with Fannie not Freddie. In Florida there is a statute that protects the new owner if title is taken via FC sale or Deed IN lieu of the transfer is done properly. The Seller Freddie is responsible to pay, however the HOA is only entitled to 12 months of regular payments or 1% of the Original Mortgage whatever is less. The Title company handling the transaction on the Freddie side should have a curative person that is negotiation the HOA or they may have already paid it and started regular payments. .

Here is the Statute for your reference

The relevant portion of 718.116 states the following:
The liability of a first mortgagee or its successor or assignees who acquire title to a unit by foreclosure or by deed in lieu of foreclosure for the unpaid assessments that became due before the mortgagee?s acquisition of title is limited to the lesser of:
a.?The unit?s unpaid common expenses and regular periodic assessments which accrued or came due during the 12 months immediately preceding the acquisition of title and for which payment in full has not been received by the association; or
b.?One percent of the original mortgage debt. The provisions of this paragraph apply only if the first mortgagee joined the association as a defendant in the foreclosure action. Joinder of the association is not required if, on the date the complaint is filed, the association was dissolved or did not maintain an office or agent for service of process at a location which was known to or reasonably discoverable by the mortgagee.

The relevant portion of 720.3085 states the following:

Notwithstanding anything to the contrary contained in this section, the liability of a first mortgagee, or its successor or assignee as a subsequent holder of the first mortgage who acquires title to a parcel by foreclosure or by deed in lieu of foreclosure for the unpaid assessments that became due before the mortgagee?s acquisition of title, shall be the lesser of:
1.?The parcel?s unpaid common expenses and regular periodic or special assessments that accrued or came due during the 12 months immediately preceding the acquisition of title and for which payment in full has not been received by the association; or
2.?One percent of the original mortgage debt.
