Officials: Serbia's NATO ambassador leaps to death

(AP) ? Serbia's ambassador to NATO was chatting and joking with colleagues in a parking garage at Brussels Airport when he suddenly strolled to a barrier, climbed over and flung himself to the ground below, a diplomat said.

By the time his shocked colleagues reached him, Branislav Milinkovic was dead.

His motives are a mystery. Three diplomats who knew Milinkovic said he did not appear distraught in the hours leading up to his death Tuesday night. They said he seemed to be going about his regular business, picking up an arriving delegation of six Serbian officials who were due to hold talks with NATO, the alliance that went to war with his country just 13 years ago.

A former author and activist opposed to the authoritarian regime of Serbia's former strongman Slobodan Milosevic, he was a respected diplomat and leading intellectual in his country, officials said.

The diplomats, who spoke on condition of anonymity because they were not authorized to release details, said they knew of no circumstances ? private or professional ? that would have prompted him to take his own life.

One of the diplomats described the death to The Associated Press, saying she had spoken to a member of the delegation who had witnessed the leap from the 8- to 10-meter-high (26- to 33-foot-high) platform.

The diplomats all spoke on condition of anonymity because they are not permitted by foreign service regulations to speak publicly to the press.

Speaking in Brussels, Serbia's Prime Minister Ivica Dacic said that "Belgian police are investigating, but it's obviously a suicide. It's hard to figure out the motives or causes."

The death cast a pall on the second day of a meeting of NATO foreign ministers. Officials said they were shocked by the news of the death of a very popular and well-liked ambassador.

NATO's Secretary General Anders Fogh Rasmussen said he was "deeply saddened by the tragic death of the Serbian ambassador."

"As Serbian ambassador to NATO he earned the respect and admiration of his fellow ambassadors," he said.

During the 1990s, Milinkovic was active in the opposition to Milosevic. After he was ousted in 2000, Milinkovic was appointed Serbia's ambassador to the Organization for Security and Co-Operation in Europe, or OSCE, in Vienna.

He was transferred to NATO as Serbia's special representative in 2004. Serbia is not a member of the military alliance, but Milinkovic was named ambassador after Belgrade joined NATO's Partnership for Peace program, which groups neutral states.

The move to join the NATO program had angered Serbian nationalists who are now in power. They have pledged the nation will never join because of the alliance's 1999 bombing campaign, during which it forced Milosevic's forces to withdraw from Serbia's southern province of Kosovo.

Milosevic was widely blamed for instigating the Balkan wars that followed the breakup of Yugoslavia, conflicts that claimed more than 100,000 lives and left millions homeless.

Milinkovic worked to foster close ties with other ambassadors from the former Yugoslavia, recently organizing a dinner for a Croat colleague who was transferred to Moscow.

Milinkovic is survived by his wife and 17-year-old son.

'Dr. Phil"s stolen classic Chevy recovered

(AP) ? Los Angeles police say they've recovered a stolen 1957 Chevrolet Bel Air Convertible that belongs to talk-show host Phil McGraw.

Detective Jess Corral said Tuesday that investigators recovered McGraw's classic car, along with 13 others, after law enforcement began targeting auto theft rings.

McGraw is known as television's "Dr. Phil. His car was stolen from the RODZ shop in Burbank in August, and was found with minor damage.

The car is worth at least $80,000.

CME: Restaurant Index Drops Below 100 points

Alarm bells should be ringing for beef and pork demand following the latest NRA Restaurant Performance Index, writes the CME Group.

The index has been trending lower for much of this year but the latest numbers showed a significant decline in both the current conditions component as well as the outlook for the next few months.

The overall index for October is now pegged at 99.5 points, down 0.9 per cent points from the previous months, below the 100 point threshold that indicates business expansion. This was the first time since August 2011 that the index has dropped below the 100 point mark.

The index has been pointing to softer business conditions in the restaurant industry since July when the current component index dropped below the 100 point mark. What had helped prop up the overall index in the last four months was the expectation that business was likely to improve.

It usually takes plenty of optimism to make it in the restaurant business. But after a number of months of disappointing sales and especially foot traffic, it appears that operators are now taking a dimmer view of business outlook in 2013.

The index tracking same store sales was running as high as 105.2 last December, the best performance since 2004. However, by October, the same store sales index was down to about 100.4, still pointing to expansion but not by much. The more troubling indicator in our view is the steady erosion in foot traffic.

The customer traffic indicator was about 103.5 as late as February but it has now dropped to about 98.9, almost 5 per cent point drop in a matter of months. Restaurants are able to post higher same store sales by increasing prices or extending hours.

At some point, however, you need more people coming through the doors to sustain revenue growth. The decline in foot traffic is likely in part due to higher rates of food inflation at foodservice vs. grocery retail.

The data for October showed that inflation for food consumed at home was up less than 1 per cent from a year ago. On the other hand, inflation for food consumed away from home rose 2.7 per cent vs. October 2011.

Foodservice operators have been struggling with margins for some time and it does not look like things will get better in the short term. Prices for center of the plate items, especially beef, have escalated in recent months.

Cattle prices may be only about 2 per cent higher than a year ago but forward prices point to all time record highs, with April futures closing on Friday at 134.575. The offers from packers and distributors for future business are derivative of these sharply higher future prices. No wonder restaurant operators feel a little less optimistic about future business than they did a few months ago.

While recognizing the bearish implications of the latest NRA report, it is important to recognize that foodservice demand largely reflects the broader trends in the economy.

One factor that correlates very strongly with foodservice business (and the RPI index) is the pace of job growth. More recently, the economy has been adding around 170k jobs a month (vs. 252k last winter).

If this pace of job growth is sustained or moves back to the 250-300k jobs/month area, we should see the RPI index back to 101.5-102.0 area and foot traffic back in expansion territory.

Japan's space agency probes possible data leak

TOKYO (AP) ? Japan's space agency says it is investigating a possible leak of data about its Epsilon rocket due to a computer virus.

The Japan Aerospace Exploration Agency says an infected computer was disconnected from its networks after a virus was found earlier this month. It is checking to see if any data was siphoned from it.

JAXA said in a statement that information about the Epsilon, due to be launched next year, its M-5 rocket and H2A and H2B rockets may have been compromised.

The agency said it is tightening security to prevent any further leaks.

Japan is hoping to compete with the U.S., Russia, Europe and others as a satellite launch vehicle provider and has developed the Epsilon to reduce costs and speed up launch times.
